This bill requires school districts, county offices of education, and other local agencies (such as cities and counties) that maintain a website to post their annual audit reports or annual comprehensive financial reports online within 30 days of their completion or formal acceptance. These reports must be easily accessible to the public without a password or fee and remain online for at least three years. Failure to comply will result in a $1,000 civil penalty, which can be assessed by the Superintendent of Public Instruction for school entities or the Controller for other local agencies, upon finding a violation or receiving a public complaint. Penalties collected from local agencies will go into a new "Local Agency Transparency Fund" to cover administrative costs for enforcement. These new requirements are intended to improve transparency and public access to financial information, especially following instances of fiscal distress, and will become operative for local agencies on January 1, 2028.
