This bill mandates that the California Workforce Development Board, in collaboration with relevant state departments and subject matter experts, develop a curriculum on workplace rights, covering topics such as wage theft, sexual harassment, discrimination, the right to organize, health and safety, and immigration enforcement. This training, consistent with the developed curriculum, must then be provided to all individuals receiving services through California's workforce system, including those receiving individualized career, supportive, or training services, as well as those engaged in short-term pre-vocational or workforce preparation activities. Local workforce development boards will be required to ensure this training is delivered and to include a description of their compliance plan in their local workforce development plans. The bill also clarifies that if the Commission on State Mandates finds that this legislation imposes costs on local agencies and school districts, the state will provide reimbursement for those mandated costs.
