This bill, contingent on a specific appropriation, requires the economic development authority (authority) to create and manage a mechanical insulation energy savings program. This program will offer grants to eligible applicants, defined as school districts, public hospitals, public housing buildings, or political subdivisions with buildings of at least twenty thousand square feet, for "qualified mechanical insulation expenditures," which are costs associated with insulation materials and labor for mechanical piping, equipment, and heating, ventilation, and air-conditioning systems. The authority will establish a process for applicants to request a "qualified audit," a free assessment by a "qualified contractor" (an insulation contractor with appropriate apprenticeship agreements and knowledge of energy standards) that identifies insulation needs and estimates costs and savings. Once this audit is complete, the authority will award a grant to cover the full cost of the applicant's qualified mechanical insulation expenditures. The authority will also adopt rules to implement this program.
