AI Summary

This bill authorizes Grenada County, Mississippi, to create the Grenada County Utility Authority, a public entity responsible for planning, acquiring, constructing, maintaining, and operating wastewater collection and treatment systems, as well as water systems within a designated service area, which excludes areas within incorporated municipalities unless they consent. The Authority will be governed by a Board of Directors appointed by the county, with specific terms and responsibilities outlined. The bill grants the Authority broad powers, including the ability to sue and be sued (with certain immunities), acquire property through negotiation or eminent domain, enter into contracts, issue revenue and special assessment bonds to finance projects, and establish rates and charges for services. It also allows service providers to contract with the Authority and permits the county to levy a small tax to support the Authority, subject to voter protest. The legislation defines various terms related to the Authority's operations, powers, and financial instruments, and establishes procedures for the creation of the Authority, the issuance of bonds, and the validation of such bonds.
