This resolution commends Curtis Allen, an academic scholar and running back for the Virginia Union University football team, for winning the Harlon Hill Trophy in 2025. This trophy recognizes the National Collegiate Athletic Association (NCAA) Division II player of the year and is considered the division's equivalent to the Heisman Trophy. Allen made history as the first player from a Historically Black College or University (HBCU), the Central Intercollegiate Athletic Association (CIAA), or the Commonwealth of Virginia to achieve this honor. His remarkable 2025 season saw him lead all NCAA Division II players in several offensive categories, including setting a single-season rushing record with 2,409 yards and scoring 30 rushing touchdowns, earning him the nickname "Mr. 2K." He also led his team to its third consecutive CIAA championship appearance and fourth consecutive NCAA Division II playoff appearance. In addition to the Harlon Hill Trophy, Allen received other accolades such as the Willie Lanier Award, CIAA Offensive Player of the Year, and HBCU GO Offensive Player of the Year.
