This bill amends existing Idaho law concerning affidavits used when a voter cannot present personal identification at an election. Specifically, it revises the requirements for an "affidavit in lieu of personal identification," which is a sworn statement a voter can sign if they don't have the required ID. The changes mandate that this affidavit, which will be on a form created by the secretary of state, must now include the voter's name, address, and *either* their date of birth *or* their Idaho driver's license or identification card number, whereas previously it only required the name and address. Additionally, election judges will be required to verify the information provided on the affidavit against the voter registration records before giving the voter a ballot, and knowingly providing false information on this affidavit will be considered a felony. The bill also declares an emergency and sets an effective date of July 1, 2026.
