This bill, also known as the "cutting auto rates for seniors, or CARS, act," mandates that automobile insurance companies must offer a premium discount to insured individuals aged 50 and older who complete a traffic accident prevention course, and this discount must be provided for three years after the course is successfully finished. Previously, insurers only had the option to offer this discount. The bill also modifies the requirements for these courses, specifying that an initial course must include at least 6 hours of classroom instruction (reduced from 8 hours) taught by a certified instructor, while a refresher course must have at least 4 hours of instruction. The curriculum must cover various topics, including the effects of aging on driving, road signs, the impact of alcohol and drugs on older drivers, safe driving laws, crash avoidance, the use of safety restraints, common driving hazards, and interacting with other road users. Upon successful completion, participants will receive a certificate to apply for the insurance discount.
