This bill establishes new provisions for auditing refugee resettlement services within Idaho. It defines key terms such as "entity" (any organization, including for-profit and non-profit groups, and government bodies), "illegal alien" (someone who has overstayed a visa or entered the U.S. without authorization), "refugee" (a person fleeing persecution in their home country), and "resettlement services" (services provided by entities contracted by the federal government to help refugees settle in the U.S.). Under this bill, any entity incorporated in Idaho that provides resettlement services must submit an annual audit to the legislature. This audit must detail the number of refugees served, their nationality, gender, language abilities, participation in language programs, where they are housed, the housing units they occupy, and their vital statistics, including communicable disease rates. Furthermore, the bill prohibits entities providing these services from assisting "illegal aliens" or aliens awaiting removal, and requires them to account for the identifying information of any such individuals they have assisted, for the purpose of matching against federal immigration databases. The bill also declares an emergency and sets an effective date of July 1, 2026.
