This bill authorizes the city of Austin to impose a local sales and use tax of one-half of one percent, provided it is approved by voters in an election. The revenues from this tax, which is in addition to any other local sales taxes, are to be used for the costs of collecting and administering the tax itself, and to finance up to $28,400,000, plus associated bonding costs, for a law enforcement center project, including past land purchases, utility and design services, and construction and maintenance. The city can issue bonds to finance these costs, and these bonds will not count towards the city's debt limits, nor will a separate election be required to approve them. The tax will expire either 20 years after it is first imposed or when the city determines that enough funds have been collected to cover the project costs and any related bond expenses, with any remaining money going to the city's general fund.
