This bill extends the moratorium, which is a temporary suspension, on establishing new nursing facilities or adding new beds to existing ones in Louisiana until July 1, 2031, a change from the previous July 1, 2027, expiration date. Additionally, it mandates that the Department of Health will collect and analyze data starting January 1, 2027, from hospitals and nursing facilities to assess if the moratorium is still necessary, including information on avoidable hospital days for skilled nursing care, reasons for patient admission denials or refusals at nursing facilities, and nursing facility bed capacity and occupancy by payor source. The department will also submit quarterly and annual reports on this data and analysis to the House and Senate committees on health and welfare, with the first quarterly report due April 15, 2027, and the first annual report due March 1, 2028.
