This bill establishes a new instant lottery game specifically designed to benefit veterans of the armed services in Louisiana. The Louisiana Lottery Corporation's board will be responsible for creating and regulating this game, ensuring tickets are continuously available and that marketing clearly communicates that all proceeds are dedicated to veteran programs. The Department of Veterans Affairs can offer recommendations on marketing and advertising. All revenue generated from this game will be deposited into a newly created "Veterans Game Fund." A separate "Veterans Game Board," composed of state officials and representatives from major veterans' organizations, will be solely responsible for disbursing funds from this account. This board will meet annually to review grant applications from tax-exempt organizations, accredited colleges, JROTC programs, Veterans Courts, and local governments seeking to improve veteran services, with each one-time grant capped at $50,000. The Louisiana Lottery Corporation will provide administrative support to the Veterans Game Board, and administrative costs will be paid from the Veterans Game Fund. Any unexpended funds in the Veterans Game Fund at the end of the fiscal year will be returned to the Department of Treasury.
