This bill prohibits gas and electric corporations from passing on the costs of certain labor-related legal activities and workers' compensation expenses to their customers through rates or other charges. "Labor-related legal activity" is defined to include legal fees, settlements, and judgments stemming from collective bargaining, grievances, arbitrations, unfair labor practice proceedings, and litigation involving labor organizations representing the corporation's employees. The bill clarifies that these costs are considered imprudent for rate recovery and must be borne by the companies' shareholders, with exceptions for costs related to public service commission proceedings, regulatory compliance unrelated to labor, customer service or personal injury claims, and other legal matters not involving employee labor relations. The Public Service Commission will be required to establish rules for utilities to separately track and report these labor-related legal costs in their rate filings.
