This plan, developed with educators and parents, must include targeted, evidence-based instruction, ongoing progress monitoring, and strategies to address learning gaps. Importantly, the bill now states that this personal learning plan *must* include grade retention if it's deemed in the student's best interest, removing previous language that prohibited retention solely due to literacy delays or lack of grade-level proficiency. Furthermore, starting in the 2025-2026 school year, districts are required to use only evidence-based literacy interventions, and by the 2026-2027 school year, any paraprofessional or unlicensed individual providing Tier 2 literacy interventions must be supervised by a licensed teacher who has completed specific, approved training in evidence-based reading instruction.
