AI Summary
This bill establishes a road construction business loss reimbursement program, managed by the department, to provide grants to businesses that have lost revenue due to unexpected street closures or construction projects significantly exceeding their scheduled completion dates. Businesses can receive grants up to $15,000 annually, calculated based on a decline in revenue compared to the average profits of the preceding three tax years. To qualify, businesses must demonstrate a significant revenue decline directly caused by road construction, and applications will be reviewed based on factors like the rate of revenue decline, the duration of construction, proximity to the project, traffic disruption, and pedestrian access. The department must notify applicants of approval or rejection within 120 days and will report annually on the program's utilization to legislative committees. A dedicated "road construction business loss reimbursement fund" will be created in the state treasury to hold and invest money for this program.
