The process involves the Commissioner notifying the Comptroller of the stop work order, the Comptroller then informing the contractor or subcontractor, and if the violation isn't corrected within ten business days, the Comptroller can then withhold payments until the Commissioner lifts the stop work order or penalties are paid.
