This bill establishes a new program, effective October 1, 2026, that will allow independent inspectors and inspection firms to be certified to conduct inspections required by the State Building Code, which are then submitted to local building officials. The State Building Inspector, in collaboration with the Codes and Standards Committee and with the approval of the Commissioner of Administrative Services, will create this certification program. This program will define different categories of inspectors and firms, outlining their specific duties, necessary qualifications, and insurance requirements. Additionally, it will implement an oversight and audit system managed by the State Building Inspector to guarantee that inspections performed by these certified professionals are consistent and of high quality. The State Building Inspector will have the authority to charge a fee for certification applications, but this fee can be waived for individuals who prove they cannot afford it.
