This bill amends Alaska Statutes (AS) 14.20 by adding a new section that establishes rules for professional employee organizations in public schools, defining them as organizations of professional employees whose main goal is to improve instruction and the professional standing of their members. Specifically, if a school district governing body permits one such organization to use school facilities or communication systems for member recruitment or communication, it must offer equal access to any other professional employee organization that requests it, and similarly, if one organization is allowed to participate in employee orientations or meetings, all others must be given an equal opportunity to do so. The bill also prohibits school districts from using the name or acronym of a professional employee organization to designate school holidays or breaks on their calendars and forbids granting exclusive access to school facilities or communication systems to any single organization. This new section will become effective on July 1, 2026.
