This bill requires the Commissioner of Energy and Environmental Protection to study natural gas rates for businesses and farms that have fluctuating peak monthly natural gas usage, specifically examining whether "demand charges" – fees based on the highest amount of energy used during a month – unfairly increase their costs. If the Commissioner finds that these demand charges are indeed causing unfair price increases for these customers, they must then propose recommendations on how these charges could be recalculated or applied differently. The findings and recommendations are to be reported to the relevant legislative committee by January 15, 2027, and this requirement will take effect on October 1, 2026.
