This bill makes appropriations and reappropriations for the fiscal year beginning July 1, 2026, and includes provisions for various infrastructure projects and programs. It amends existing law to allow for the inclusion of prior years' costs in certain grant programs, specifically for waterfowl management and development areas. The bill also appropriates funds for capital improvements at state-owned sites managed by the Department of Natural Resources (DNR), and allocates significant funding from the Build Illinois Bond Fund and other funds to the Department of Commerce and Economic Opportunity for a range of economic development initiatives, including pre-apprenticeship programs, broadband deployment, support for emerging technology enterprises, education and vocational programs, site readiness projects, and various local infrastructure improvements. Additionally, it reappropriates funds for numerous specific projects across the state, including grants for community centers, school facilities, transportation infrastructure, and park improvements, as well as for the Department of Natural Resources for projects related to boating, snowmobile trails, wildlife conservation, natural area acquisition, and flood control. The Department of Transportation also receives appropriations for permanent improvements to its facilities, transportation enhancement programs, airport improvements, and various highway construction and maintenance projects, including those funded by federal grants and bond series. The bill also includes appropriations for grade crossing protection and intermodal transit projects.
