This bill requires the Cabinet for Health and Family Services to identify any federal benefits, such as survivor or dependent benefits administered by the United States Social Security Administration or the United States Department of Veterans Affairs, that children in their care and custody are receiving or eligible for. If a child is eligible, the cabinet must apply for these benefits on their behalf and, if appointed as a representative payee, cannot use these funds for the child's care costs but must instead conserve them in a special account like a trust or an ABLE (Achieving a Better Life Experience) account, providing annual accounting to relevant parties. The bill also mandates the creation of a "Success Sequence Savings and Disbursement Plan" to help children with conserved benefits access portions of these funds upon achieving specific milestones promoting independence, such as obtaining a driver's license or graduating from high school, after completing financial literacy programs, with the cabinet responsible for setting disbursement amounts and ensuring access to financial education, and releasing any remaining funds to the child upon their exit from cabinet custody.
