This bill establishes a grant program, to be managed by the Department of Veterans Affairs, starting in the fiscal year ending June 30, 2028, and continuing annually thereafter, to help municipalities and nonprofit veterans' organizations fund capital expenditure projects. These projects can include repairs or replacements of mechanical systems for elderly, disabled, or low-income veterans' homes, as well as the installation or upkeep of war or veterans' memorials and monuments. The Department of Veterans Affairs will develop eligibility criteria, application forms, and deadlines by January 1, 2027, and will post this information on its website. The State Bond Commission is authorized to issue bonds, not exceeding a specified aggregate amount, to fund these grants, with the proceeds used by the Department of Veterans Affairs for the approved projects. The bill also mandates that by January 1, 2028, and annually thereafter, the department will report to the relevant legislative committee on the grant program's activity, including the number of applications received and awarded, and a list of recipients.
