This bill establishes a Regulation Sunset Commission, a new body within the Executive Department, tasked with reviewing existing state agency regulations to identify those that are outdated, unnecessary, overly burdensome, or obsolete, and to recommend their elimination. The commission will be composed of seven members, with six appointed by legislative leaders and the seventh being the Secretary of the Office of Policy and Management or their designee, and it will operate from July 1, 2026, to June 30, 2028, with members serving two-year terms without compensation but eligible for expense reimbursement. The commission is empowered to examine regulations on the eRegulations system, hold public hearings where department heads may be required to testify, gather necessary data from state agencies, accept donations, and perform other related duties, meeting at least quarterly, and must submit an annual report to the Governor and the standing legislative regulation review committee detailing recommended repeals and any necessary statutory changes. Additionally, by October 1, 2026, the standing legislative regulation review committee will create and maintain an online portal on its website for the public to submit requests for amending or repealing state agency regulations, with these requests then being forwarded to the committee and the relevant legislative committee for consideration.
