This bill, effective October 1, 2026, aims to improve the oversight of state grant funds by establishing standardized procedures for awarding and monitoring these funds. It defines "legislatively earmarked grants" as state funds specifically approved by the General Assembly, and "subawards" as these funds passed through an entity to a "subrecipient" for the original grant's purpose. The bill mandates that the Secretary of the Office of Policy and Management develop a standard contract template for these grants, including requirements for subawards, and a training program for state agency employees on best practices. Starting January 1, 2027, all state agencies must use this template and ensure relevant employees complete the training. Furthermore, by December 1, 2027, and annually thereafter, each state agency must report on all legislatively earmarked grant awards and subawards disbursed, including evaluations and any concerns about recipients. The Secretary will then compile these reports into an annual summary for legislative committees.
