This bill mandates that the Consumer Counsel, a state official responsible for representing consumer interests, undertake a study to determine if it's practical to shorten the timeframe for consumers to switch their electric suppliers. Specifically, the study will investigate the feasibility of requiring that once a consumer informs their electric distribution company, which is the company that delivers electricity to their home or business, of their decision to change providers, the switch should be completed within three business days and appear on their next bill. To inform this study, the Consumer Counsel must seek written feedback from each electric distribution company. The findings of this study, along with the Consumer Counsel's conclusions, are to be presented in a report to the relevant legislative committee on energy by January 15, 2027. This provision is set to become effective on October 1, 2026.
