This joint resolution establishes the Circular Economy and Advanced Recovery Advisory Working Group, which will be attached to the Energy and Environment Cabinet for administrative support, to study and promote a circular economy in Kentucky. A circular economy is a system that aims to minimize waste and keep resources in use for as long as possible, often by integrating resource use and recovery into production processes. The working group will consist of various representatives from government agencies, local governments, industry, academia, and environmental organizations, including non-voting legislative members. Its primary duties, to be completed by December 30, 2026, include evaluating policies, identifying barriers and incentives for circular energy facilities (which use non-combustive, sealed, pressure-based systems to process waste into energy and materials), developing an expedited permitting process for these facilities, mapping Kentucky's circular economy assets, and recommending statutory and regulatory reforms to foster this economic model. The group will submit a final report with its findings and recommendations to the Legislative Research Commission.
