This bill requires the Commissioner of Veterans Affairs to actively seek out organizations that may qualify as veterans' charitable organizations for inclusion on a list published on the Department of Veterans Affairs' website. Previously, organizations had to apply themselves, but now the Commissioner will annually solicit applications and reapplications from organizations they believe are likely to meet the criteria. To be considered a "qualified veterans' charitable organization," an entity must hold itself out as established for a purpose related to veterans, such as benevolent, educational, or patriotic aims, and must have been either a nonstock corporation for at least three years or a tax-exempt organization under Section 501(c) of the Internal Revenue Code for three consecutive years. The bill also mandates that the list, along with links to each organization's website and the qualifications for inclusion, will be published online with a disclaimer stating that the list is for informational purposes only and the state provides no warranty regarding its content or accuracy.
