This bill appropriates funds for the ordinary and contingent expenses of the Department of Children and Family Services (DCFS) for the fiscal year beginning July 1, 2026, totaling $2,510,821,600, with specific amounts allocated from General Funds, Other State Funds, and Federal Funds. The appropriations cover a wide range of services and operational costs, including personal services, social security contributions, contractual services, travel, commodities, printing, equipment, electronic data processing, telecommunication services, and operation of automotive equipment. Significant allocations are also designated for various programs such as Attorney General representation on child welfare litigation, information technology, expenditures for child welfare improvements, child death review teams, targeted case management, independent living initiatives, federal child welfare projects, federal grant awards, refunds, Title IV-E enhancement, SSI reimbursement, youth in transition programs, counseling and auxiliary services, court-appointed special advocates, cash assistance and housing locator services for families in the Norman Consent Order class, children's advocacy centers, family preservation services, foster homes and specialized foster care, purchase of adoption and guardianship services, institution and group home care, comprehensive community-based youth services, children's personal and physical maintenance, psychological assessments, family-centered services, foster care and adoptive care training, and protective/family maintenance day care. Additionally, the bill reappropriates $100,000,000 from the Build Illinois Bond Fund for Level of Care Support Services and appropriates $30,000,000 from the DCFS Special Purposes Trust Fund for similar services, with a stipulation that no contract or obligation from the reappropriated funds can be incurred without prior written approval from the Governor. The bill takes effect on July 1, 2026.
