AI Summary

This bill allows certain individuals who own property within a municipality but do not reside there, referred to as "nonresident electors," to vote in that municipality's elections, provided a local law is passed to authorize it. To qualify as a nonresident elector, a person must be a U.S. citizen, legally reside in the county where the municipality is located, own a fee simple interest (meaning outright ownership) in real property within the municipality, and register to vote according to the bill's provisions. Importantly, property owned by businesses or artificial entities cannot be used to qualify for this voting right, and for each parcel of property, a maximum of two nonresident electors can register, with any designation being irrevocable. These nonresident electors will be clearly marked on the municipality's voter rolls, and their voting precinct will be determined by the location of the property they are using to establish their eligibility, as long as they continue to meet all the requirements. The State Election Board may also issue further rules and regulations regarding this new voting category.
