This bill, titled the "Foreign Funding Transparency and Accountability Act," requires public education institutions in Georgia, including the University System of Georgia, the Technical College System of Georgia, and local school systems, to report funding received from foreign sources twice a year, starting in 2027. These reports must detail the amount and type of funding, the identity and address of the foreign source, any associated contracts, and the purpose of the funding. If the funding comes from a "foreign source of concern" – defined as entities or individuals from countries designated as adversaries by the U.S. Commerce Department, or those linked to foreign terrorist organizations – the reports must also include information about any influence on curriculum or research and steps taken to protect academic integrity. Institutions that receive no foreign funding must also submit a report stating this. The collected reports will be made public on the Department of Accounts and Audits' website, with sensitive information redacted, and a previous law requiring similar reporting for the university system will be repealed.
