This bill allows the State Athletic Commission, which regulates boxing and mixed martial arts, to enter into sponsorship contracts for placing sponsor names or logos on the apparel of referees and ringside physicians, and also allows agreements with Indian tribes or nonprofit organizations for similar displays. These contracts are subject to specific conditions, including that they cannot promote sham contests or illegal substances, and the commission must first establish regulations for their procurement. Payments from these contracts will be distributed with 25% going to the Athletic Commission Fund for referee training and education, and the remaining 75% divided between the Boxers’ Pension Fund (BP Fund) and the Mixed Martial Arts Retirement Benefit Fund (MMA Fund) based on revenue derived from each sport. Additionally, the bill authorizes the commission to make a one-time payment from the MMA Fund to certain martial artists who would have met retirement vesting requirements if those requirements had been established earlier, and it also clarifies that violations of these new sponsorship provisions are not crimes.
