This bill, known as the Outdoor Learning and Environmental Literacy Act of 2026, encourages school districts, county offices of education, and charter schools to incorporate outdoor learning, defined as instructional activities in outdoor settings, into their curriculum across various subjects to enhance pupil engagement, environmental literacy, climate resilience, and academic achievement, particularly for students from historically underserved communities. It directs the Superintendent of Public Instruction to develop and publish statewide guidance on outdoor learning by July 1, 2028, after consulting with educators, tribal partners, and environmental experts, and may provide professional development resources for teachers. The bill also establishes a three-year Statewide Outdoor Learning Pilot Program, contingent on legislative funding, to demonstrate the benefits of outdoor learning and inform future policy by awarding grants to six diverse pilot sites across California, which will be overseen by an intermediary organization with expertise in environmental literacy and outdoor learning.
