This bill expresses the Legislature's intent to create future laws that would address cyberbullying by requiring the State Department of Education to develop educational programs, and mandating that students and their parents or guardians participate in rehabilitative cyberbullying education, counseling, or training if the student repeatedly engages in cyberbullying or is suspended for it. Local educational agencies would be required to report to the department which students and parents have been assigned to these programs and whether they were completed, and if a parent or guardian fails to complete the program after receiving a notice of noncompliance, the department would be authorized to issue a citation and fine.
