This bill expresses the California Legislature's intent to pass future laws that will amend the Public Resources Code, which is the part of state law governing the California Environmental Quality Act (CEQA). CEQA is a law that requires government agencies, referred to as "lead agencies," to study the potential environmental impacts of projects they approve or carry out. If a project might significantly harm the environment, the lead agency must prepare a detailed environmental impact report. If the agency finds no significant harm, it can adopt a negative declaration, and if revisions to the project can avoid or lessen harm, it can adopt a mitigated negative declaration. The proposed future legislation aims to make CEQA processes more accessible and transparent, and to improve the environmental review for projects that disproportionately harm communities already facing significant environmental burdens.
