This bill would prohibit individuals receiving CalFresh, California's version of the federal Supplemental Nutrition Assistance Program (SNAP), from using their benefits to purchase sweetened drinks or candy. Sweetened drinks are defined as non-alcoholic beverages with five grams or more of added sugar or any artificial sweeteners, excluding those with milk, milk substitutes, or more than 50% fruit or vegetable juice. Candy is defined as items packaged and sold for immediate consumption. The bill also requires the State Department of Social Services to seek federal permission if necessary and to delay implementation until such permission is granted. Furthermore, if these restrictions are applied to CalFresh, they would also apply to benefits from the California Food Assistance Program (CFAP), which provides assistance to certain non-citizens.
