This bill expands the enforcement authority for existing regulations that prohibit the use of potable water for irrigating nonfunctional turf, which refers to grass that is purely decorative and not used for recreation or other functional purposes, on commercial, industrial, and institutional properties, as well as common areas of homeowners' associations and similar entities. Currently, enforcement can be carried out by the State Water Resources Control Board or an urban water supplier, but this bill would also allow a special district with water conservation enforcement authority to impose civil liability and penalties, and to enforce these prohibitions, provided they have a locally adopted ordinance or policy in place.
