This bill expands the information required in a joint Reliability Planning Assessment, which is a report submitted quarterly to the Legislature by the State Energy Resources Conservation and Development Commission (Energy Commission) and the Public Utilities Commission (PUC) to assess California's energy supply and demand. The assessment will now need to include the status of utility transmission upgrades and electrical grid infrastructure capacity, such as substations and expanded transmission lines, as well as the progress of PUC and Energy Commission approvals for utility and independent energy projects, and the status of projects in the Independent System Operator's (ISO) queue, categorized by region and energy type. Additionally, the bill requires the assessment to provide expected completion dates for both system-wide and local energy resources, and to report on the use of fossil fuels by certain facilities managed by the Department of Water Resources. The ISO is a non-profit public benefit corporation that manages the flow of electricity for a large portion of California.
