This bill requires the State Air Resources Board (CARB), when proposing to adopt, amend, or repeal regulations, to prepare a specific economic impact assessment that evaluates how these changes will affect low- and middle-income California households and disadvantaged communities, including direct and indirect impacts on family budgets. This assessment must be brief and understandable to the general public. Furthermore, CARB must submit this assessment to the Legislature at least six months before the regulation takes effect, and if the assessment indicates that the regulation would increase costs for these groups beyond the consumer price index, the relevant legislative policy committees must hold a joint public hearing on the proposed regulation before it can be enacted. This new requirement aims to provide lawmakers and the public with a clearer understanding of the potential financial consequences of CARB's regulations on vulnerable populations.
