This bill establishes the Moreno Valley-Perris Childcare Special District for a five-year pilot program aimed at increasing childcare availability and access through universal childcare programs, including 24/7 options. The district's boundaries will encompass the cities of Moreno Valley and Perris, along with their established spheres of influence, which represent areas designated for future growth. A five-member board, with appointments from the cities of Moreno Valley and Perris, as well as several local school districts, will govern the district. This board will be responsible for developing a comprehensive plan of services, including the scope of childcare, operational hours, management structure, and funding, which must be submitted to the County of Riverside local agency formation commission (LAFCO). The district will have the power to operate or contract for childcare facilities and will require voter approval for long-term funding mechanisms. Before the end of its initial five-year period, the district will decide whether to dissolve or apply to LAFCO to become a permanent special district, following established procedures. The bill also acknowledges that this is a special statute due to unique local circumstances and the need to test this model of childcare district statewide.
