This bill establishes the "Engaged California Program" within the Office of Data and Innovation, a state government entity focused on improving services through technology, data, and design. The program aims to create a platform for ongoing dialogue between Californians and state government, developing best practices for its use. Once the Legislature appropriates sufficient funding, the office will select topics for deliberation on this platform and require relevant state agencies to coordinate outreach and provide necessary data, with strict privacy protections in place. The bill also allows the Data and Innovation Services Revolving Fund, which supports the office's work, to receive supplemental funding for the Engaged California Program from partner organizations, such as philanthropic groups and civil organizations, but these external funders will be prohibited from participating in topic selection or the deliberations themselves. Additionally, any unspent funds allocated to the Engaged California Program for the 2026-27 fiscal year will be available for use in the following fiscal year.
