This bill aims to improve electricity transmission planning and facility development in California by requiring the Public Utilities Commission (PUC), in coordination with the Energy Commission and the Independent System Operator (ISO), to update their existing memorandum of understanding and workplan by January 1, 2028, to align with federal requirements, specifically Federal Energy Regulatory Commission Order 1920-A, and to incorporate methods for evaluating resource portfolios under uncertainty. It also mandates that the PUC ensure electricity resource portfolios are cost-effective and maintain ratepayer affordability across various future scenarios, and that before approving the procurement of certain resources, a transmission and interconnection availability assessment must be completed to confirm sufficient infrastructure exists within the ISO's latest transmission plan to support cost-effective procurement by load-serving entities, which are entities responsible for serving electricity customers. Furthermore, the bill extends the long-term planning horizon for resource portfolios and electricity demand projections from 15 to 20 years, adds system adaptability and ratepayer affordability as state policy goals for transmission planning, and requires the PUC to make non-confidential data from integrated resource planning and transmission planning processes publicly available on its website by January 1, 2028.
