This bill requires the California Council on Science and Technology (CCST), a nonprofit organization that advises the state on science and technology policy, to establish a program by January 1, 2027, to analyze legislation that would impose new requirements or programs on electricity or natural gas companies, or that would affect the customers who pay for these services (known as "ratepayers"). This analysis, which the CCST would conduct upon request from the Legislature, would assess potential cost increases for ratepayers, the benefits of the legislation, comparisons to similar existing programs, impacts on jobs and disadvantaged communities, and whether alternative funding sources exist. The CCST must also implement rules to prevent conflicts of interest among those conducting the analyses, ensuring individuals with financial stakes in the legislation do not participate. These provisions are set to expire and be repealed on January 1, 2032.
