This bill authorizes the Board of License Commissioners for Baltimore City to issue Class B beer, wine, and liquor licenses, which permit the sale of all three types of alcoholic beverages for on-premises consumption, in specific areas of the 40th alcoholic beverages district, a designated zone for alcohol sales. Specifically, it allows for these licenses to be issued on the odd side of the 1000 block of West Baltimore Street, provided the applicant agrees to a memorandum of understanding with the Hollins Roundhouse Association and the Board waives the minimum seating requirement for restaurants, and also on the even side of the 800 block of North Charles Street, requiring a memorandum of understanding with the Mount Vernon-Belvedere Association and a waiver of the minimum seating requirement. These changes aim to expand licensing opportunities in these particular city blocks, with the new provisions taking effect on July 1, 2026.
