This bill mandates that homeowners associations (HOAs) with at least 100 lots must post certain governing documents, meeting minutes from the past five years, and recordings of electronic meetings from the past year on their website or an online portal within 30 days of creation or receipt, with specific deadlines for existing and new HOAs to comply. It also clarifies that an HOA's governing body can take out a line of credit or loan to fund reserve accounts, which are funds set aside for future repairs and replacements of common areas, with the approval of 51% of lot owners. Furthermore, the bill requires HOAs to provide meeting notices via electronic transmission at least 14 days before the meeting, provided the lot owner has given prior written consent, and allows for meetings to be conducted electronically without needing specific lot owner authorization, as long as all participants can hear and be heard, and recordings of these electronic meetings are kept as official records. Additionally, lot owners can petition to amend HOA governing documents to allow for electronic voting, and if secret ballots are required, electronic voting is permitted only if anonymous printed ballots are also an option.
