This bill proposes to enact a new law, R.S. 33:1221.3, which would allow the residents of St. Helena Parish to decide through a local option election whether to establish term limits for their governing authority members. Specifically, on November 3, 2026, voters in St. Helena Parish will be asked if they approve of limiting members of the parish's governing authority to three consecutive four-year terms, with this limit applying to service beginning on or after January 10, 2028. If a majority of voters approve this measure, any member who has served more than two and a half terms in three consecutive terms by the end of their current term will be ineligible for re-election to the governing authority for the next term; if the proposition is not approved, no term limits will be imposed. The election will be conducted according to the Louisiana Election Code, with the Secretary of State preparing the ballot, and the state will cover the costs of this election.
