This bill amends Pennsylvania law to create a new offense for interfering with aircraft operations, making it a first-degree misdemeanor for anyone to intentionally or knowingly aim a laser pointer or other light-emitting device at an occupied aircraft, if they know or recklessly disregard that the aircraft is occupied. The bill defines "aircraft" as per existing state law, "laser pointer" as a device used to amplify light for pointing or highlighting, and "light-emitting device" as one that emits light intense enough to impair an aircraft operator's control. However, it provides defenses for authorized individuals conducting research and development or flight tests, law enforcement officers acting in their official capacity for research or training, and individuals using a laser emergency signaling device to send a distress signal. This new law will take effect 60 days after its passage.
