AI Summary

This bill, also known as the PROTECT Act, requires "covered platforms" – which are online services, applications, or video games that allow users to create and share content and access the internet – to provide a clear and easily understandable way for users to report suspected child sexual abuse material or other forms of child exploitation. These reporting mechanisms must be readily accessible, clearly labeled with plain language like "Report Child Sexual Exploitation," and allow reports without requiring user registration, while also acknowledging receipt of the report. The bill exempts certain entities, such as common carriers, broadband providers, email services, teleconferencing services, wireless messaging services, non-profits, schools, public libraries, news or sports websites, business-to-business software, VPNs, and government entities, from these requirements. Covered platforms that fail to comply face civil penalties of up to $5,000 per day for violations, with the possibility of an additional $10,000 penalty per violation, and may also be responsible for the costs of investigations and legal proceedings, with all penalties funding the investigation of cybercrimes involving child exploitation.
