This bill modifies existing Missouri law regarding firearms by expanding the definition of unlawful transfer and possession of weapons. Specifically, it adds new provisions to Section 571.060, making it unlawful to knowingly sell, lease, loan, give away, or deliver a firearm to anyone whose name appears on the Terrorist Screening Center's No Fly List, or to any member of a group engaged in international or domestic terrorism, with a definition provided for "terrorism." It also updates penalties for unlawful transfer, classifying violations involving blackjacks and firearms to minors, intoxicated individuals, those on the No Fly List, or members of terrorist groups as a class A misdemeanor. Furthermore, Section 571.070 is amended to make it unlawful for a person to possess a firearm if their name appears on the No Fly List or if they are a member of a terrorist group, with the same definition of terrorism applied. The bill also clarifies that the prohibition on possessing firearms due to a felony conviction does not apply to antique firearms.
