This joint resolution proposes an amendment to the Missouri Constitution that would allow counties, the city of St. Louis, and the city of Kansas City to regulate the possession, carrying, or transfer of firearms within their limits, provided these regulations comply with the Second Amendment of the U.S. Constitution and federal law. Specifically, these local governments could enact ordinances to issue permits or certificates for firearms, charge reasonable fees for them, and require background checks, with permits valid for up to five years. These ordinances would apply to both residents and non-residents but must recognize valid permits from a person's county of residence, and they would exempt active or retired law enforcement, judges, and certain armed security guards or government employees. Penalties for violating these ordinances would be limited to a fine of up to $1,000 or imprisonment for up to one year, and law enforcement would be authorized to seize firearms from individuals legally ineligible to possess them. This proposed amendment will be submitted to voters at the next general election in November 2026 or a special election called by the governor.
