This bill modifies existing law to allow the Commissioner of Veterans Affairs to close a veterans home under specific circumstances, even if not explicitly authorized by a separate law enacted after July 1, 2015. Previously, closing a veterans home required specific legislative authorization. Now, the Commissioner can proceed with closure if it's in compliance with requirements from the Centers for Medicare and Medicaid Services (CMS), a federal agency that sets standards for healthcare facilities, after receiving an involuntary termination notice. Before any closure, all residents must be safely transferred, relocated, or discharged to an appropriate setting, and the Commissioner must notify the governor and legislative leaders with jurisdiction over veterans affairs.
