This bill authorizes the city of Minnetonka to impose a local sales and use tax of up to one-half of one percent, provided it is approved by voters in an election as required by Minnesota Statutes, section 297A.99, subdivision 3. The revenues from this tax are specifically designated for projects including the construction of two new fire stations, the completion of missing trail segments to connect to the regional trail network, renovations to The Marsh health and wellness center, and the construction of a public park and open space called The Opus Area. The city can also issue bonds, up to a total of $116,100,000 plus issuance costs, to finance these projects, and these bonds are not subject to certain debt limitations. The tax will automatically expire 30 years after it is first imposed or when sufficient funds are collected to cover the project costs and any associated bond debt, with any remaining funds going to the city's general fund, though the city council can also choose to end the tax earlier by ordinance.
